Free e-journals to research scholars from April 2012: UGC

The university grants commission (UGC) has decided to
provide expensive e-journals free of cost to the research scholars from 12th
Plan starting from April 2012. The decision is aimed at promoting research
among students.

It is to be noted that UGC had been giving subscriptions to
the universities for various e-journals such as science, direct through partial
payment and has now asked the government to make available these journals free
of cost under the N-LIST scheme (National Library and Information Services
Infrastructure).

“The students of science will surely get advantage from
these e-journals and can use them for their research work,” said A K
Nagawat, director of infonet in University of Rajasthan (RU).

Speaking on the issue, a UGC official said that high quality
teaching and research essentially depends on the access to latest information
which should be available to a teacher and hence UGC wants to provide journals
without cost for two years and will be available on a subsided rate for
subsequent years.

However, the UGC -Infonet digital library consortium for
access to e-journals project on monthly contribution of Rs 5,000 received a
lukewarm response.

“The issue with the institutions is not the shortage of
fund but there is an inherent lethargy in the system that causes
under-utilisation of such schemes of the UGC,” said the UGC official.

First of all I would like to appreciate the Government for taking such good decision and this will surely increase the research interest in young minds.But Government should also emphasize the need and importance of real research work amongst the research scholars.     1. Patent must be made mandate to every Ph.D Scholar to get his degree.
    2. There should be at least one guide (for Ph.D) from Government Organizations like DRDO,DMRL, NRSI…etc
    3. Make all the Engineering Institutions to purchase certain research based equipment in addition to regular experimental setups mentioned in the Technical curriculum.
    4 Developing Center of Excellence in every engineering college.(At least in one particular domain)

  3. A good initiative by the UGC especially for those who are working in State funded Universities. This will certainly improve the standards. But as somebody put it they have to extend this facility to scholars including academicians.

In addition to this Government should emphasize the need for original work by scholars instead of producing some research for their Ph.D degree.

  6. this is a very good move, must appreciate. it was supposed to start from april 12, now it has been july 2012, can anybody guide me if the facility has already been started and anybody who availed it?
    if yes, then please guide me how to go about it. i am a research scholar and badly in need of access to e-journals for my research.
