Future of six VCs of Bihar in lurch

The fate of six vice-chancellors of different universities in Bihar is in lurch after a division bench of the Patna high court upholded the earlier single bench judgment quashing the appointment of the vice-chancellors of Magadh and Veer Kuer Singh universities. The appointments were quashed on the ground that these appointments were made by the governor-cum-chancellor without consulting the state government.

The VCs whose tenure is at stake include Shambhu Nath Singh of Patna University, Ram Binod Singh of Jayaprakash University, Chapra, Bimal Kumar of BRA Bihar University, Muzaffarpur, Arvind Pandey of K S D Sanskrit University, Darbhanga, Arun Kumar of B N Mandal University, Madhepura, and S Zoha of Maulana Mazharul Haq Arabic and Persian University, Patna. The pro-VCs’ whose tenures are at stake are J P Singh of Patna, Kumaresh Singh of L N Mithila, P K Verma of B N Mandal and S K Zabeen of Maulana Mazharul Haq universities.

The state government has challenged the appointment of VCs on the ground that it has been done without consulting the government.

HRD minister P K Shah has categorically stated that no consultation was held between him and Governor Davenant Knower in the matter of recent appointment of VCs and pro-VCs in different universities of the state. The HRD department wrote to the governor to reconsider the appointment of new incumbents as VCs and pro-VCs. In the present case, the state government had sent to the governor a panel of names more than six months back for appointment of new VCs, but not a single incumbent was chosen from the said panel.
