HP High Court issues notices to UGC, state on norms violation by private varsities

Himachal Pradesh High Court has issued notices to the
University Grants Commission (UGC), the state government and 16 private universities
of the state over alleged violation of educational norms by these institutes.

The HC initiated ‘suo moto’ action against the UGC on the
issue of unconcerned attitude of the UGC enforcing the regulations pertaining
to establishment and operations of private universities.

Taking suo motu cognisance of a newspaper report the court said,
“From the news item, it transpires that the UGC is abdicating its authority bordering
on non-performance and disregarding violations committed by private
universities.”

The court observed, “As per the constitutional scheme, the
primary duty of maintaining standards of education and of coordination of
higher education is that of University Grants Commission.”

“We accordingly deem it appropriate to issue notice, in
public interest, to the University Grants Commission to file response to the
factual matters stated in the subject news item”, the Division Bench said.

“We are also issuing notice to the state of Himachal Pradesh
through the Chief Secretary and the Principal Secretary (Education),
respectively as well as to 16 private universities in the state of Himachal
Pradesh. Mr. J.K. Verma, Deputy Advocate General, waives service of notice for
the respondents-state,” HC said.

The court has sought reply from all the parties by November
13 over alleged violation of educational norms by these institutes.
