UGC announces new norms for PhD course

The University Grants Commission has come out with new regulations for procuring a PhD degree. The various universities have started working on the revision of the existing regulations for the PhD course. The UGC has set the minimum standards for admission procedure, allocation of MPhil and PhD students to the supervisor and minimum number of students admitted to these programmes. The commission has mooted a university specific entrance test along with stringent checking of thesis and occasional internal examinations.

As per the new guidelines, the university will decide the criteria for the faculty to act as a supervisor, predetermine the number of students to be admitted to MPhil and PhD every year and conduct admission tests on regular basis. The university will also have to reveal the number of seats available for PhD course either via advertisements or on university websites. A supervisor can have only eight PhD students at any point of time.

The allocation of supervisor will be done in a formal manner by the department based on the research interests of student, specialization of the faculty and in no case will be left to the student or teacher to decide on their own. All the admitted students have to undergo the course work of minimum one semester duration related to methodology of research work or review of literature.

The commission however has allowed the course work to be carried out even outside the concerned institution. The university may also decide the minimum qualifying requirements for doctoral students to proceed further before writing the dissertation. Each student has to make a presentation in the department before submission of the thesis and incorporate all the suggestions in consultation with the supervisor.

Each student has to publish one research paper in a referred journal before submission of the thesis. The university, if interested, may have one examiner from outside the country.

Universities have started working on the plan to implement these regulations. Patna University (PU) has prepared a draft regulation for Ph.D admissions as per the new norms. The draft once approved by the Academic Council, Syndicate and Senate will be sent to the chancellor for his final accord.

    5. At many universities (including most reputed central universities), some candidates who are registered as full time PhD candidates also work as full time employees of some other place. This makes a mockery of full time PhD. Hence, daily attendance record of full time PhD candidates must be kept with the concerned department.

  2. I want ask whether it is necessary that i have to be regular to the university for the attendance if i have completed my course work. another thing i want to ask is that how much attendance is needed for PhD.

Here lot of Professors are so worried about quality education in india.They are advocating too much of foreign evaluator, high research pedagogy and lot. just want to ask one thing there are many less who wants to pursue Phd by their own willingness. Because of unemployment people are doing as no option left for them. We are always comparing system with foreigns but forget one thing in foreign countries people have high respect as well as social honour among society but here in india people who are looking for phd gets a meagre amount of rs 18000.How can these professors forgot who are giving advises to ugc that u can’t get quality work in our system by getting this penny amount. And what quality of research they are talking about.have we been hear d any invention, r&d in india in past 40 years. how many of indian professors get noble prize or any in centre of excellence. everyone will come and give advises but no one will talk about reality. I think ugc should lift these stringent measures on doing phd.

    I AM STUDENT OF CHEMISTRY.
    our university shows some new rules which are not digestible so, pl. answer me if any expert can.
    1) scholar has to publish the papers only with guide name. can not publish with more name.
    2)thesis cannot be submitted before two year complete.
    3)thesis will be checked for plagiarism with no time limit.
    4)plagiarism must not with own published papers too.means not to publish the paper of own research work{ is n’t it funny?}
    5) plagiarism would under 15% ……….
    and then viva will be arranged….
    6) NOW YOU HAVE CROSSED TWO YEAR SO HAVE TO PAY FEES OF THIRD YEAR.WHICH IS MAIN TO OUR UNI.

    I WANT TO KNOW ARE THERE ANY GUIDE LINE FOR ABOVE CRITERIA WHICH CAN DISSOLVE POLICY OF OUR UNIVERSITY.

  5. I am a retired banker with MBA(HRM) and MBM(BANKING) from Alagappa UNiversityt. I had registered my name for Phd i n Management Science under distance mode of education. I have already passed the written papers. Now that the University(Whether in existence or not) is not accepting the thesis for Phds for its own reasons of malp[ractices in the University in 2009-2010. Can I go to some other university for my PHd?
